Approved is not finished

The stage list has “Approved” and “Work completed” as different things, because the gap between them is where associations lose track. A door approved in March and never inspected is an open item, not a closed one, and the register that closed it on the decision would hide the follow-up that actually matters to the next owner.

Does this decide whether a request complies?
No. It reads no covenants and applies no standard. A decision is recorded here after a reviewer or a committee makes it, in their words, with any conditions they attached.
What review period does it use?
None. The decision-due date is one you typed, from whatever your governing documents say. CompliMaint states no review period, and a tool that filled one in would be inventing a rule for your association.
Can I attach the drawings?
The log records what you received rather than storing it — list the drawings, samples and contractor details in the description so the record says what the decision was based on. Files stay wherever you keep them.
Why is there a starter list?
Because the administration around a review is much the same everywhere: log it, check it is complete, circulate it, record the decision, tell the owner, close it out when the work is done. Untick or edit anything that is not how your association runs.
