It records; it does not decide
Nothing here finds that a rule was broken, says who was at fault, or turns a complaint into a violation notice by itself. That separation is the whole design: a complaint is somebody’s account of something, and the moment a register starts treating an account as a finding, the record stops being evidence and becomes an argument. “Closed” means you are satisfied it is settled — not that anybody was right.
Write what they said, not what you concluded
The detail box asks for the report in the reporter’s words, and the response box for what you actually did. Six months later, when somebody asks why you acted or why you did not, those two fields in that order are the record that answers it. A single box summarizing both is the one that reads as a decision nobody can trace.

Questions people ask
- Can I take an anonymous complaint?
- Yes. Put “anonymous” or the unit in the reporter field — the register never joins rows by that text, so an anonymous report is a perfectly ordinary row. What matters is the date, what was said, and what you did.
- Does closing a complaint mean it was unfounded?
- No, and nothing here says so. Closed means you are done with it. If the outcome matters, write it in the response field: the stage is about your workload, and the response is about what happened.
- Does this produce a violation notice?
- No. If you decide to send one, the lease violation notice tool is separate on purpose — sending a notice is a decision a person makes, with wording and a cure period they supply, and it should never fall out of a register row automatically.
- What should I keep out of it?
- Anything that is not operational. Medical information, immigration status, family circumstances and anything touching a protected characteristic have no place in a complaint record, and decisions must never turn on them.
