Not everything comes back

Gloves do not. Neither do earplugs or a pair of boots at the end of their life. So the register has a state for it — not returnable — separate from returned, and separate again from not returned, which is recorded rather than accused. A tool that made everything a return would leave every consumable permanently outstanding.

Objects, not health records

There is no field for a fit-test result, medical clearance or health surveillance data. Those are health records with their own handling requirements, and this is a local browser tool that records who has the hard hat.

Not every item is an asset

This product keeps an equipment registry for things with a service history — the boiler, the generator, the tower. Minting an asset for every pair of gloves would bury those under consumables. Where an issued item genuinely is registered equipment, put its tag in the detail field, and its history stays on the equipment service record.

When somebody leaves

What is this for?
Knowing what you handed out and whether it came back. Hard hats, boots, harnesses, radios, laptops, gas detectors, uniforms — issued to a person, on a date, in a condition, sometimes owed back and sometimes not. The 'due back' field is blank for the things nobody returns, like gloves, which is why 'not returnable' is a state of its own.
Does it record fit tests or medical clearance?
No. There is no field for medical information, fit-test results or health surveillance data, and there will not be. Those are health records with their own handling requirements, and a local browser tool is not where they belong. This register records custody of objects.
Should every issued item become a registered asset?
No, and forcing that would ruin the equipment registry. A hard hat is not equipment with a service history; minting an asset for every pair of gloves would bury the boilers and generators the registry exists for. Does it say what PPE is required?
