Does it transfer anything?
No. It records that a transfer happened, in your words. It connects to no utility, opens and closes no account and moves no responsibility.
Does it know who is responsible for the bill?
No. Who pays for what comes from your lease and sometimes from local rules. This records what you agreed and when it took effect.
Can I store the account login?
No. There is no field for a login, a password, a bank account or a card. The account reference is the number you quote when you call them.
How is this different from the utility account register?
That register holds the account itself — provider, reference, meter, who to ring. This records responsibility changing hands.
Where does the meter reading go?
On the row, as you read it. Nothing converts it, bills it or checks it against anything.
