Georgia sets no local emergency management filing duty. The written fire safety and emergency plan is maintained by the community and produced on inspection, and the separate Ch. 111-8-16 disaster preparedness rules apply on top.
This is a finding, not a gap: Georgia has no filing duty here, so the plan is kept on file rather than submitted anywhere.
Emergency egress or escape routes, and whether evacuation is to be complete or — where approved — by selected floors or areas only; procedures for employees who remain to operate critical equipment before evacuating; procedures for ASSISTED RESCUE of people unable to use the general means of egress unassisted; accounting for employees and occupants after evacuation; identification and assignment of personnel responsible for rescue or emergency medical aid; and the preferred and alternative means both of notifying occupants and of reporting to the fire department.
Ga. Comp. R. & Regs. 111-8-63When an emergency dictates implementation of the plan and results in injury or loss of life, the Department must be notified within 24 hours. This is a reportable-event clock that starts during the response, and the plan should name who owns it.
Rules of Georgia DCH Ch. 111-8 (disaster preparedness plans, 111-8-16)- Georgia numbers these the opposite way round to what most people expect: 111-8-62 is PERSONAL CARE HOMES and 111-8-63 is ASSISTED LIVING COMMUNITIES. The part that is the same everywhere
The federal floor does not vary by state. OSHA 29 CFR §1910.38 binds any employer: reporting an emergency, evacuation and exit-route assignments, critical-operations shutdown, accounting for everyone afterwards, rescue and medical duties, and naming who to ask about the plan.
