The emergency preparedness plan must include procedures for other emergency situations or natural disasters that may affect the home, including — as appropriate — tsunami, flooding and earthquake emergencies. Alaska names all three because all three are live: the 2018 Anchorage earthquake and the Pacific tsunami risk on the southern coast are both ordinary planning assumptions here.

A general variance, for when the standard method cannot work

Alaska allows the department to grant a general variance where an alternative means acceptable to the department satisfies the purpose of the requirement and still protects the health, safety and welfare of the people served. This matters more in Alaska than anywhere else: a home in a community with no road access cannot evacuate to a named receiving facility the way the rule contemplates, and the variance is the lawful path rather than quiet non-compliance.
